MS4 Post-Construction and Redevelopment

The Phase I and II Municipal Stormwater Permits require many local governments and public entities to manage and control stormwater to prevent the release of potential pollutants to Texas waters. These permits require MS4 operators to create programs designed to reduce the discharge of pollutants from areas of new development and areas of significant redevelopment within the MS4 boundaries. The City of Waco staff and their local consultants work together to identify goals, prevent and resolve problems, and achieve improvements by developing and implementing permanent, post-construction controls and best management practices associated with new construction and redevelopment projects.

The Walker Partners – HDR Team works with the City of Waco to develop a web-based drainage criteria manual and post construction stormwater criteria and guidelines to comply with the City’s Phase 1 MS4 permit. This process involves cooperation between various departments, outreach to and input from stakeholders, and attention to detail.

Anthony Betters, Sr., CPI is currently the City of Waco, Texas Environmental Inspector with primary responsibility to ensure the Waco Municipal Separate Storm Sewer System (MS4) maintains compliance with the Texas Pollutant Discharge Elimination System (TPDES) storm water regulations.

Current Position:
Currently, as part of Anthony Betters responsibilities as Environmental Inspector for Waco, Texas he assures:
• MS4 Stormwater sampling and monitoring of the City’s wet weather discharges
• Monitors Industrial facilities to assure TCEQ MSGP site compliance
• Provides MS4 Stormwater Education and awareness for the general public and through workshops
• Manages environmental complaints by working with other agencies within the Waco MS4
• Assist internal City Departments in fulfilling TPDES MS4 permit requirements
• Provides stormwater education and training to City of Waco internal department employees

In 2002, Polly began working in the Small Business and Local Government Assistance (SBLGA) program as a Compliance Assistance Specialist in the TCEQ Waco regional office where she provides technical assistance to customers in 20 counties. As the stormwater project team’s technical specialist, Polly has provided a variety of presentations and contributed to numerous regulatory guidance documents and compliance tools. She continues to train new agency employees on stormwater issues.
